Creating a smooth surface begins with a smooth first layer. Sometimes divots or what are often referred to as bubbles by encaustic artists will appear in the first layer. Here is my #1
tip for avoiding bubbles.

Hot Tips: Vanishing Bubbles
🖌️ Clean the surface of your panel with a microfiber cloth.
🖌️ Apply two layers of encaustic - any color - in opposite directions.
🖌️ Fuse the two layers with a heat gun that you can regulate. I use the Chandler Embossing Heat Gun on low temp.
🖌️ Allow the layers to cool down just a bit. You want to maintain some warmth.
🖌️ Where you see a bubble gently "hit" that spot with your heat gun. To "hit" means to go in close and pull back, repeating this process until you have met your goal.
